You don't 'see' Toyota, for example, borrowing money from a government, because it isn't news in Japan. The gov't, there, has 'provisions' in place for this to happen, unlike our system in the states:

"On March 3, 2009, Toyota Motor Corp. announced that it is planning to borrow up to 200 billion (2 billion) from the Japanese government to shore up funds for its U.S. operations."
