Actually, it does work. I just tried it. You have to separate the clear plastic layer from the layer containing the data (using a knife worked for me). Take the clear plastic layer and burn into the side of the disc until it starts to get quite soft (making sure you haven't burned through). Then just give it a blow.
I was able to do it about 7 times on one disc with very similar results to the video. The plastic from the "bubble" is actually very limp and after about a second it collapses. It has a saran-wrap feel.

Just tried it, can confirm it works! Works much better if you heat a big area of the disc.
