The authorities arrested a Salem man accused of turning off the main water valves to the Marion County Jail and pulling wires from the building's walls.
The Marion County Sheriff's Office says jail employees spotted the man Wednesday after investigating a sharp drop in water pressure. He later stood atop the building and screamed that he had defused a bomb inside and everything was fine.
The man identified by the sheriff's office as 40-year-old Dereck Benitz complied with orders to come down from the building, and was taken to jail.

He was charged with criminal trespass, criminal mischief,
burglary and disorderly conduct. He had been cited for criminal
mischief and released from the jail about an hour before the incident.
The jail's water pressure was back to normal Thursday.
